Rio Rancho - Flock Safety & Axon
Rio Rancho Police Department is currently contracted with Flock. As of 2024, they are in a contract that auto-renews every 2 years, at $39,000/year. That is for 19 cameras throughout the city as well as Flock Safety’s OS system.
There is no way in or out of Rio Rancho with out the police department, or Flock, knowing.
What they say...
There are many things that a Police Department, and the city it resides in, will say that their Flock systems do and don’t do. Here are just a few.
“We own the data…”
“Our cameras only track license plates…”
“We don’t share our data with outside agencies…”
What their contract says..
In 2020, the City of Rio Rancho, under Mayor Greggory Hull, applied for and was awarded a local Justice Assistance Grant (JAG) totaling $13,586.
It requires compliance with all federal assurances, certifications, and conditions.
Accepting federal grants ties RRPD to federal surveillance pipelines, even when the grant isn’t for ALPRs.
In 2021, the Rio Rancho Police Department entered into a contract with Flock Safety for 5 cameras, courtesy of the JAG grant.
In 2024, Rio Rancho Police Department resigned a 2-year contract worth $78,000, that auto-renews for another 2 years. At the time, it was only for 13 cameras, but there have been some amendments to the contract that have added 6 more since.
“Vehicle Fingerprint” – creates searchable data points: make, model, color, plate/no plate, bumper stickers , decals, ber or roof racks, even if it is dirty.
Vehicles are an extension of one’s self. Applying bumper stickers/decals to your vehicle is like getting a tattoo.
Flock can make any platform upgrades it deems necessary without materially changing the contract terms. Essentially RRPD signed up for one set system, but could get an entirely different system, more invasive. NO VOTE, NO TRANSPARENCY.
Customer Data belongs to customer…but the contract allows Flock Safety “non-exclusive, royalty-free, irrevocable worldwide license to use Customer Data…as may be necessary.”
Flock doesn’t “own and shall not sell” Customer Data, but they can share and use it.
Flock has the right to use Customer Data to train their AI & products, perpetually, royalty-free, worldwide.
Citizens never consented to become training data for a private company.
